How Tempe Town Lake's Dam Doubles as Flood Control

A local landmark most people know for the water — not for the eight steel gates underneath it that are built to get out of the way when the Salt River rises.

Tempe Town Lake reads, on the surface, like a purely recreational feature — a 2-mile stretch of impounded water along the Salt River that draws millions of visitors a year for kayaking, festivals, and the downtown views along Mill Avenue and Tempe Butte. What’s less visible from the shoreline is the engineering underneath it, and the fact that the whole system exists to move out of the way when it needs to.

An ephemeral river, on purpose

The Salt River through Tempe is what’s called an ephemeral river — it’s dry most of the year, with real flow only during significant storm or snowmelt events upstream. Tempe Town Lake was built in 1999 specifically to hold water in that normally-dry channel year-round, which means the dam that creates the lake has always had a second job alongside the recreational one: managing what happens when the river actually does flow.

The original dam, and what happened in 2010

The lake’s original downstream dam used four inflatable rubber bladders to hold back water, with the design intent that they could be deflated to let floodwater pass through and then re-inflated afterward to refill the lake. That system worked as intended for over a decade, until the evening of July 20, 2010, when one of the four bladders burst and released roughly a billion gallons of water into the Salt River channel in a matter of hours — draining most of the lake overnight. The cause was traced to degradation of the rubber material from years of intense desert heat, faster than the bladders’ original design life anticipated. There was no loss of life and no downstream property damage, since the water was contained within the river’s banks, but the lake sat empty for months while the city worked out a permanent fix.

The current system: eight steel gates, not rubber

The replacement, completed in 2016, is a different kind of structure entirely: a hydraulically operated steel gate dam, described as the largest system of its kind in the country. Eight steel gates — each about 106 feet long and 17 feet tall — sit across the channel, controlled by hydraulic pistons that automatically raise and lower them to hold a constant lake level under normal conditions. When Salt River flow increases during a significant storm event, the gates are designed to lower and let that flow pass through essentially unimpeded, rather than holding it back and letting pressure build against a fixed structure. Once the flow subsides, the gates raise again and the lake refills. It’s a roughly $47 million system built around one core idea: a dam that actively gets out of the way is safer, over time, than one that’s designed to simply hold.

Why this matters beyond the lake itself

Tempe Town Lake’s flood-control function protects the immediate river corridor and the infrastructure around it — it isn’t a citywide flood-prevention system, and it doesn’t change the flood risk that individual neighborhoods face from monsoon flash flooding or ponding on flat roofs, which are driven by local drainage and roof condition rather than the Salt River’s flow. But the dam’s history is a useful local example of the same lesson that applies at the scale of an individual home: infrastructure built for the desert’s occasional extremes needs to be designed for the actual failure mode, not just the average day. A rubber bladder built for gradual wear didn’t hold up to sustained desert heat; the same logic is exactly why aging roof coatings and flashing on an ordinary Tempe home don’t hold up indefinitely against monsoon ponding water either.
